The draft Provisions and a comment form are available for download on the AISC website at www.aisc.org/publicreview. Hard copies are also available (for a $35 nominal charge) by calling 312.670.5411.

Public review comments are welcome on any new revisions that have been made since the first public review draft. The first draft revisions are shown with tracking in the current public review draft. Please submit comments using the form provided online to Cynthia J. Duncan, AISC’s director of engineering (duncan@aisc.org) by October 19, 2015 for consideration.

هدف ویرایش چهارم مبحث دهم مقررات ملی ساختمان با عنوان "طرح و اجرای ساختمان‌های فولادی"، ارائه حداقل ضوابط و ‏مقرراتی است که با رعایت آنها شرایط ایمنی، قابلیت بهره برداری و پایایی سازه های موضوع این مبحث فراهم شود.‏ آسان سازی استفاده، بروز کردن ضوابط و مقررات، افزودن برخی ضوابط تکمیلی به ویژه در فصل الزامات طراحی لرزه ای ‏برای کاربرد گسترده‌تر و رفع برخی ابهامات و کمبودهای اصلی و ویرایش فنی و ادبی آن و نیز صرفه اقتصادی در طراحی و ‏اجرای ساختمانهای فولادی از جمله دیگر اهداف این ویرایش بوده است.‏ علایم و اختصارات به کار رفته در این مبحث به نحوی اختیار شده است که هماهنگ با علایم و اختصارات متحدالشکل مورد ‏تایید سازمان بین المللی استاندارد (‏ISO‏) میباشد و واژه ها و عناوین نیز هماهنگ با سایر مباحث مقررات ملی ساختمان و سایر ‏آیین نامه های ملی در این زمینه میباشد.‏ الزامات و مقررات این مبحث شامل الزامات عمومی، الزامات طراحی، الزامات طراحی لرزه ای و الزامات ساخت، نصب و ‏کنترل میباشد.‏..

مطابق این مبحث تعیین پیکربندی، ابعاد و مشخصات اجزای سازه باید به نحوی باشد که مجموعه سازه، شامل اعضا واتصالات ‏آن، تحت شرایط بارگذاری محتمل، به هیچ یک از حالات حدی مقاومت (ایمنی) و بهره برداری نرسد. حالتهای حدی مقاومت و ‏بهره بردای به شرایطی اطلاق میشوند که اگر تمام یا بخشی از سازه ساختمان و نیز قطعات الحاقی آن به هر یک از آن حالتها ‏برسند، ساختمان قادر به انجام وظایف خود نبوده و از حیز انتفاع خارج میشوند.‏ در طی سالهای پیش، روش تنش مجاز سنتی ترین روش طراحی سازه های فولادی برای تامین الزامات حالات حدی مقاومت به ‏شمار میرفت و ارائه آن به عنوان دستورالعمل در آیین نامه ‏AISC‏ سابقه 100 ساله دارد. ضوابط طراحی در این روش به گونه ای ‏تدوین شده بود که بتوان از روش تحلیل الاستیک بهره برد. همچنین در این روش، آثار کلیه عوامل موثر برای تامین حاشیه ایمنی ‏معقول و منطقی، تنها به کمک یک ضریب (به نام ضریب اطمینان) و فقط در یک مرحله منظور میشد. در سه دهه اخیر، آیین ‏نامه نویسان کشورهای مترقی تلاش نموده اند آیین نامه ای تدوین نمایند که در آن از یک طرف برای تحلیل سازه بتوان از روش ‏تحلیل الاستیک استفاده نمود و از طرف دیگر مقاومت اجزای سازه در حالات حدی (نهایی) محاسبه شود. در حال حاضر این ‏شیوه، که در طراحی سازه های فولادی به روش "ضرایب بار و مقاومت" موسوم است، در اکثر کشورهای پیشرفته رواج پیدا ‏نموده و ویرایش فعلی مبحث دهم مقررات ملی ساختمان نیز بر اساس همین شیوه تهیه و تدوین گردیده است. با توجه به اینکه در ‏این شیوه طراحی، حاشیه ایمنی لحاظ شده در دو مرحله (اولی افزایش بار به کمک ضرایب بار و دومی تقلیل مقاومت به کمک ‏ضرایب کاهش مقاومت) صورت میگیرد. لذا میتوان گفت که طراحی به روش ضرایب بار و مقاومت، منطقی تر و ملموستر از ‏طراحی به روش تنش مجاز بوده و به همین جهت در اکثر کشورهای مترقی و به ویژه کشورهای زلزله خیز، طراحی به روش ‏ضرایب بار و مقاومت از اقبال عمومی بیشتری برخوردار بوده است.‏‎

January 17, 1995, in addition to snatching away the lives of more than 6,000 people, inflicted horrendous damage on the region's infrastructure, including the transportation, communication and lifeline supply network and, of course, on buildings, too. A year earlier, the San Fernando Valley area of California had been hit by another near-field quake, the Northridge Earthquake, which dealt a similarly destructive blow to local infrastructures. Following these two disasters, structural engineers and researchers around the world have been working vigorously to develop methods of design for the kind of structure that is capable of withstanding not only the far-field tectonic earthquakes planned for hitherto, but also the full impact of near-field earthquake.

Single angle members shall comply with the Load and Resistance Factor Design Specification for Single-Angle Members and with this Specification. Hollow structural sections (HSS) shall comply with the Load and Resistance Factor Design Specification for Steel Hollow Structural Sections and with this Specification. The sponsors of any system or construction within the scope of this Specification, the adequacy of which has been shown by successful use or by analysis or test, but which does not conform to or is not covered by this specification, shall have the right to present the data on which their design is based to the authority having jurisdiction for review and approval. Structures and structural elements subject to this Specification are those steel structures which are parts of a safety-related system or which support, house, or protect safety-related systems or components, the failure of which would impair the safety-related functions of these systems or components. Safety categorization for nuclear facility steel structures and structural elements shall be the responsibility of the owner. As used in this Specification, the term structural steel refers to the steel elements of the structural steel frame essential to the support of the required loads. Such elements are enumerated in Section 2.1 of the AISC Code of Standard Practice for Steel Buildings and Bridges. In the past it was common practice to teach structural analysis and stress analysis, or
theory of structures and strength of materials as they were frequently known, as two
separate subjects where., generally, structural analysis was concerned with the
calculation of internal force systems and stress analysis involved the determination of
the corresponding internal stresses and associated strains. Inevitably a degree of
overlap occurred. For example, the calculation of shear force and bending moment
distributions in beams would be presented in both structural and stress analysis courses,
as would the determination of displacements. In fact, a knowledge of methods of
determining displacements is essential in the analysis of some statically indeterminate
structures. Clearly, therefore, it is logical to present a unified approach in which the
‘story’ can be told progressively with one topic following naturally on from another.
